Governance
Temasek Life Sciences Laboratory (TLL) is an Institution of a Public Character (IPC) under the Singapore Charities Act. The IPC status solidifies our mission and gives us every reason to strive towards greater excellence in science and innovation, as well as giving back to communities.
In line with the vision to build a preeminent organization of global talent, TLL’s core activities include:
Pursuit of scientific excellence
Innovation
Long term capability development

In addition, a comprehensive set of indicators were also developed for TLL’s core and programme funding model. TLL’s R&D activities are partly supported by external funding programmes, such as competitive research grants, commercial partnerships, industrial entities and government agencies. These require a disparate set of deliverables and key performance indicators (KPIs) as a measure of success towards research outcomes and impact assessment for funding received.
With qualitative and quantitative outcomes for reporting the performance of appropriate output indicators, TLL remains available to achieve greater accountability as the institution continues to build on existing capabilities to address challenging scientific questions.

In order to assess its performance in meeting the needs and industry challenges, TLL currently utilises a set of key performance indicators that is reported semi-annually to the EXCO and Board. An expanded set of these indicators also forms a basis to encourage a whole-of-institute approach towards achieving TLL’s strategic focus, and to meet the requirements set out by the Commissioner of Charities (CoC).
These include not only parameters of research output but also economic and community outcomes as a measure of social impact:
